a Gulf tax authority needed a governed enterprise capability spanning employee support, document processing, risk analysis, compliance, stakeholder engagement, and operational insight across diverse tax and customs data. Each of those needs was being met, where it was met at all, by a separate manual pipeline with its own extraction, its own access rules, and its own review step. Effort therefore scaled linearly with the number of use cases, and nothing built for one workflow could be trusted or reused in the next.

The leverage was platform-level: every new use case inherited approved connectors, vector stores, model endpoints, prompt patterns, monitoring, and security controls, while use-case-specific evaluation and access rules stopped that reuse becoming a shortcut around tax, customs, or cybersecurity governance.
